Starting from winter semester 2026/27, the University of Vienna requires students from India, Pakistan, and Bangladesh to pass an in-person competence check at a VFS Global centre before they can even submit an application for admission. This is a new requirement. It did not exist before 2026.

If you are an Indian, Pakistani, or Bangladeshi student planning to study at Uni Wien, this guide explains what the competence check is, what it tests, how much it costs, and what you need to do to prepare.

What is the competence check?

The competence check is a mandatory in-person screening conducted by VFS Global on behalf of the University of Vienna. It applies to all prospective students who completed their previous education in India, Pakistan, or Bangladesh and want to begin a bachelor, diploma, or master programme at Uni Wien starting winter semester 2026/27 or later.

The check takes place at a VFS Global centre in your country. You must attend in person. It cannot be done online.

What does it test?

During the appointment, VFS Global verifies:

This is not just a document check. It is a knowledge test across multiple subjects. The exact scope depends on your chosen degree programme, but the University of Vienna lists all seven subjects on their official page.

How much does it cost?

The competence check fee is approximately €100, paid directly to VFS Global at the time of booking your appointment.

This is in addition to the regular costs of studying in Austria:

What is the process?

Here is the full timeline from start to finish:

Step 1: Check if you meet admission requirements

Before booking the competence check, verify that you meet the University of Vienna's admission requirements for your desired programme. The check only makes sense if you qualify. If you do not meet the requirements, you will not be admitted regardless of the competence check result.

Check specific requirements for your degree programme, including German and English language proficiency.

Step 2: Get your documents legalized

Your documents must be correctly legalized and translated before the competence check.

For Indian students:

Documents must be apostilled via the Ministry of External Affairs (MEA) in New Delhi using the e-Sahaj portal. Then translated into German or English.

For Pakistani students:

Documents must be legalized through full diplomatic certification. Pakistan is not a Hague Convention member, so apostille is not available. Documents go through the Pakistan Ministry of Foreign Affairs, then the Austrian Embassy in Islamabad.

For Bangladeshi students:

Same as Pakistan. Full diplomatic certification required. Documents through the Bangladesh Ministry of Foreign Affairs, then the Austrian Embassy in Dhaka (or New Delhi).

Step 3: Book your appointment at VFS Global

Book your competence check appointment at VFS Global. When booking, you must specify which Austrian university you are applying to and which degree programme you are interested in. Pay the approximately €100 fee.

Step 4: Attend the competence check in person

Go to the VFS Global centre on your scheduled date. Bring your passport and all required documents. Complete the identity check, document review, and competence test.

Step 5: Submit your application for admission at Uni Wien

After the competence check, submit your regular application for admission through the University of Vienna's online system (u:space). Do not upload any documents from VFS Global. VFS sends the results directly to the university.

Step 6: Wait for your admission letter

The University of Vienna reviews your application and the competence check results. This can take several weeks. The admission letter is sent to the email address you provided in u:space.

Step 7: Apply for your student residence permit

Once you receive your admission letter, you can begin the residence permit application process. This is a separate process from the competence check and involves 9 additional documents (passport, financial proof, accommodation, health insurance, criminal record certificate, and more).

What this does NOT replace

The competence check does not replace:

Supplementary examinations in the University Preparation Programme (if prescribed)

It is an additional step, not a substitute for anything.

Important deadlines

Different application periods apply to bachelor programmes with entrance exams and master programmes with selection procedures. Some programmes only accept applications once a year (in spring). Check your specific programme deadlines on the University of Vienna website well in advance.

Why is this happening?

The University of Vienna has not published a detailed explanation for why this requirement was introduced specifically for India, Pakistan, and Bangladesh. However, VFS Global has been expanding its education services division significantly. In 2025, VFS Education Services launched a digital admissions portal and partnered with TU Wien, TU Graz, and TU Leoben to facilitate Indian student enrolments. VFS has facilitated approximately 60 student enrolments for the March 2026 batch at TU Leoben alone.

VFS Global now offers services beyond visa processing. Their education services include university admissions support, document verification, translation, apostille services, pre-departure briefings, accommodation, insurance, and foreign exchange. They operate in India, Saudi Arabia, and the UAE with plans to expand to China and Sri Lanka.

This suggests a broader trend: Austrian universities are outsourcing parts of the international student admission process to VFS Global, starting with high-volume source countries.

Will other universities follow?

This is the key question. As of March 2026, the competence check is only confirmed for the University of Vienna. However, TU Wien, TU Graz, and TU Leoben already have partnerships with VFS Education Services for admissions processing. If Uni Wien's competence check produces results that the university considers positive (fewer incomplete applications, better-prepared students), other Austrian universities may adopt similar requirements.

Students from India, Pakistan, and Bangladesh applying to any Austrian university should monitor their target university's admission requirements closely for the 2026/27 academic year.

How to prepare

Start early.

The competence check adds at least 2 to 4 weeks to your timeline, possibly more depending on VFS Global appointment availability.

Get your documents legalized first.

Indian students need MEA apostille (5 to 7 business days). Pakistani and Bangladeshi students need diplomatic legalization (4 to 8 weeks). Do not wait until after booking the VFS appointment to start this process.

Review the test subjects.

The competence check tests German (if applicable), English, maths, biology, chemistry, history/geography, and physics. This is a broad knowledge assessment. If your degree programme is in engineering, do not skip the biology and history review.

Budget for the additional cost.

The approximately €100 VFS fee is on top of all other application and visa costs. Your total first-year investment including tuition, blocked account, insurance, and fees is approximately €10,000 to €16,000 depending on your age and living situation.
