Only if you are from a country whose citizens can enter Austria without a visa. Then you can apply at the immigration office here, which is the MA 35 in Vienna.
Even then, the OeAD recommends applying from abroad: if processing takes longer than your visa-free stay, you may have to leave the Schengen area. Everyone else applies at the Austrian embassy before travelling.
